The author was exiled before the revoluion in 1917, after which he returned. Forced into exile again, he wrote extensively on soviet matters in Western press. His most famous and to this day much sought after work is the massive "German Rule in Russia 1941-1945. A Study of Occupation Policies", published in 1957, in 2 volumes.
